Victor M. Marquez is a partner in the San Francisco office. Mr. Marquez's prac­tice focuses on real estate transactions, land use and zoning laws, general com­mercial litigation, state and local government relations, and community outreach specialization in the context of land development and redevelopment for both private companies and nonprofit organizations and programs.

Mr. Marquez has extensive experience working before administrative, legislative, and executive bodies throughout California, including before the Planning Departments, City Councils and Board of Supervisors, as well as in the State Capitol of California. Mr. Marquez is a registered lobbyist and an expert in community outreach aimed at gaining governmental and community support for his clients' real estate and development projects. Mr. Marquez has expertise in assisting investor groups with acquisition and site control for both master developments, as well as vertical and infill development of commercial, residential, and mixed-use properties. Mr. Marquez has worked with municipalities from San Diego to Los Angeles to San Francisco representing the interest of Class A Real Estate Developers both California based as well as from out of the state.

Mr. Marquez will work with real estate clients, including with site identification and acquisition, due diligence, environmental phase I and phase Ii studies, map studies, analyzing zoning and land use laws, and assisting through the planning entitlement process which may include CEQA environmental reports, negative declarations, and/or zoning variances. Mr. Marquez also has expertise in defend­ing project appeals and negotiating settlement agreements on entitlements, in­cluding CEQA appeals, before legislative bodies and State Courts. He has a prov­en track record of negotiating settlements by involving local government officials and community stakeholders. Mr. Marquez also has deep understanding and ad­vocacy skills to bring together community stakeholders interests with those of local government entities to obtain support for real estate development projects and prevent appeal challenges. Through developing economic community ben­efit packages, Mr. Marquez has successfully assisted real estate development projects obtain community and government support and has successfully seen the projects he works on obtain land use entitlements, seen them through de­sign, design development and constructions phases to final project completion.

Clients wishing to develop real estate projects will often work with Mr. Marquez to assemble development teams that will include architects, general contractors, and other key professionals. Mr. Marquez has experience in vetting develop­ment teams as well as leading architectural competitions for projects. Selecting the right team is crucial to achieve the clients’ goals in an efficient and cost-ef­fective fashion.

Mr. Marquez is also a seasoned litigator in general commercial matters, envi­ronmental, including Superfund sites and EPA compliance matters, general real estate matters, trust & estates, and employment cases, including Labor Commis­sioners’ hearings and/or defending EEOC complaint
