Mr. Sarkis earned his law degree from Tecnológico de Monterrey; he also holds a master’s degree in National Security and Defense from the Colegio de Defensa Nacional and a doctorate in Political and Social Sciences from the Universidad Nacional Autónoma de Mexico.
He was born in the United States of America to a diplomatic envoy who would later become the first female governor of the State of Chihuahua, a Federal Senator and an Ambassador of Mexico.
Together with his more-than two decades of professional practice, Mr. Sarkis also served as a Federal Congressman from the First Electoral District of the State of Chihuahua (2012–2015). He is a member of the Mexican Bar Association and of the Institute for the Study of Telecommunications Law.
Mr. Sarkis’ previous work includes being a trial attorney in a law firm founded by a former Supreme Court Justice. He also served as Deputy Chief of Staff of the Comisión Federal de Telecomunicaciones, Chief of Staff at the Media and Broadcasting Committee of the House of Representatives and Director of Regulation for the Vice Presidency of Information of Televisa.
